My Government is committed to provide fair and just governance to the people. To achieve this, The government has set up Governance Reforms Commission consisting of Distinguished academics and civil servants. The uniqueness of these reforms is to bring citizens into the centre stage of governance. Simply put, changes in the formal rules and procedures are being made to reduce harassment to citizens and eliminate corruption.
Punjab, perhaps, is the only state in the country which has attempted to restore the identity of the citizens by changing colonial rules and procedures. Even after sixty three years of independence, citizens in order to prove their name, have to seek affirmation from a gazette officer of the government. My Government has discontinued this practice of attestation by third parties and reposed greater faith in its own citizens by accepting self- declarations as reliable and authentic. We have taken number of such initiatives. My government has also brought about number of reforms particularly in police administration, revenue collection agencies and district administration. These reforms will provide dignified and easy access to services to citizens and has made administration transparent and accountable. The focus of these reforms is provide identity and restore dignity of the citizens.
My government has also brought about radical reforms to make people lives productive. In other words initiatives have been taken to engage people with the system in a productive manner. We have rationalized subsides. The purpose is to subsides people without means so that they become productive, their survival competitive and social existence equitable. Number of schemes like old age pension, shagun, own your toilet, access to health facilities have been further subsidized and being made available without harassment and corruption. The mandate of these reforms is to enable citizens to have right to identity, dignity and productivity so that they are able avail other rights like access to education, health, employment, physical security and justice.
